Shannon Jensen is a highly skilled employee benefits strategist, consultant, and entrepreneur, bringing over twenty years of experience in advising employers across various industries, states and organizational sizes.  Based in Billings, Montana, she is the Founder of Clover Consulting Group, LLC, an independent boutique firm she launched in 2025 to bring truly client‑centered benefits consulting and reinsurance expertise to organizations seeking thoughtful, data‑driven, and high-touch culture focused guidance.

Licensed as an Employee Benefits Producer and Consultant in multiple states, Shannon has deep expertise across all major benefit lines including medical, pharmacy, dental, vision, life, disability, long‑term care, voluntary benefits and absence management. Her specialty lies in self‑funded plan design, stop‑loss reinsurance marketing and negotiation, and complex claims analysis. She is known for her ability to translate data into meaningful recommendations that reduce financial risk while improving plan performance.

Before founding Clover Consulting Group, Shannon spent 20 years at Marsh McLennan Agency, formerly PayneWest Insurance. There, she built a reputation as a trusted leader in the large‑group benefits market, with the majority of her portfolio focused on clients managing self‑funded benefit plans.  Known for her collaborative leadership style, Shannon designed service teams tailored to each client’s needs, emphasizing both high‑touch support and the strengths of each team member.  She looks forward to bringing that same style to Clover Consulting as the firm expands.

Shannon’s impact on the industry has been widely recognized. She was named a 2022 Power Broker by Risk & Insurance Magazine and has earned consistent sales and retention honors from leading insurers and partners. Her strong national carrier and vendor relationships enhance her negotiation capabilities and allow her clients to benefit from her extensive solid industry reputation.

Beyond her dedication to her professional work, Shannon is a proud Momager, intensely following her teenagers as they compete in the junior golf circuit, basketball and other activities they find interest in.  She values time with her friends and family (preferably in the sun) and enjoys traveling, celebrating life, golfing and reading.  Shannon is actively engaged in her local and regional community and has served on numerous nonprofit boards, such as The Alberta Bair Theater, Billings Catholic Schools Foundation, Hilands Golf Club, and the Bair Family Foundation.  She holds a Bachelor of Arts in Education from the University of Montana and is a proud Delta Gamma Fraternity alumna.

Shannon is thrilled to be back in the business as a true independent consultant, serving her clients with proactive, unbiased and intentional advice suited to their unique culture and goals.
